Mr. Gary Peters name has been attached to many story surrounding the fall of the Gaddafi family in Lybia, almost to the point where it reads like a Hollywood film. I’ll say one thing for him, he’s standing by his client to the end.

via: Lateline

EMMA ALBERICI: What exactly did Saadi Gaddafi ask of you?

GARY PETERS: Nothing was asked of me from Saadi Gaddafi. Ah, my concern and always is with all my clients is their safety, their well-being, their rite of passage, how they’re going to get there. The secondary is their families. The third is their associates. Beginning of 2011, I instigated or tried to begin a process of getting him or extracting him from Libya to a different destination. That was in 2011. Um, why? Because of how I knew how he felt about Libya, how I knew how he felt about the circumstances there, how I knew how he felt about his family. And then my thoughts and my feelings on his safety. Not willing to lose a friend. Not willing to lose a client. And also having feelings of the same way he does about the people of Libya.

EMMA ALBERICI: I’ll just pick you up on that point about knowing what Saadi Gaddafi was feeling. Can you articulate that for us?

GARY PETERS: He wasn’t happy with the situation in Libya. He wasn’t happy with the situation in Benghazi in February when there was a massacre in Benghazi. He had nothing to do with that. The media was reporting that he ordered this and ordered that. That’s rubbish. That’s garbage. He had nothing to do with that massacre. But – he went there because he was ordered to by his father to go and talk to the people. That’s why he went there in February. But the situation in Libya, for the people, for – everything that was happening, he was very distraught about that.

EMMA ALBERICI: You talk about extracting him from Libya; what was the plan?

GARY PETERS: The plan was to get him out of Libya and his family to another destination legally, somebody that would host him, some country that would host him and do everything legally. There was like paperwork, documentation, transportation, air transportation, property acquisition and ongoing security, so to speak. That was the plan. Now he never asked for this. This was done on our own bat to be presented to him to say, “OK, boss, you know, OK, Saadi, this is what I think should happen.”

“Australian Prime Minister Julia Gillard clung to her bodyguard as she was dragged to safety through a crowd of angry protesters in Canberra today.

Riot police formed a shield around the prime minister as they helped her force a path through the protesters who surrounded a restaurant where she was attending an awards ceremony to mark Australia Day.

Miss Gillard stumbled after losing a shoe in the scuffle, but was caught by her personal security guard and managed to get into a waiting car. “

After watching the video of the events that transpired ,I was very confused by he lack of security procedures that should have been in place prior to having a VIP on site (The Advance) as well as some of the actions that were taken when the decision was made to quickly remove the Prime Minister THROUGH THE MIDDLE OF A CROWD OF ANGRY PROTESTERS???

Maybe these guys know something I don’t…

A Canadian security contractor who served as a bodyguard for members of Libya’s deposed Gadhafi family says there was a plan to move one of the former dictator’s sons to Mexico, but it was abandoned long before a Canadian woman was arrested by Mexican authorities.

In an exclusive interview with CBC News, Gary Peters, based in Cambridge, Ont., says Cynthia Vanier consulted on a plan to move al-Saadi Gadhafi and members of his family to Mexico, but it was abandoned in June when it was deemed to be illegal.

“The idea — it was put to rest.”

Mexican authorities allege Vanier led a plot to smuggle Gadhafi family members to properties being bought in an exclusive gated community of Punta Mita near Puerto Vallarta.

As a follow up to our Blog posting on Security and Touring with Musicians, Executive Protection Specialist Benjamin Alozie added some points in the international arena that were so good they needed a separate post.

1. The Advance in some third world countries can be more than challenging to effectively execute that said, never go on a road trip without making sure you understand the routes or have someone who understand it and even when you are traveling on the route with a local driver until you get to the final destination always keep an attentive eyes on the road, never assume that the local driver knows how to spot signs of danger, an ambush or a kill zone.

2. When possible and depending on your manpower always make sure a qualified agent or a person you know that can follow guidelines strictly to the letter and is always at the next venue with the welcome party if not you’ll be shocked by the chaos you’ll be greeted with on arrival with your principal.

3. As a foreign protection specialist always keep a low profile and be extremely courteous and respectful to everyone you ever make contact with and when possible be generous with gifts you’ll be shocked with the types of Intel benefits you’ll eventually be getting because of these actions.

4. Make sure you interact with the local staffs and security agents by asking questions that will help you understand their intellectual capacity and even level of training. This will help you to eventually select only the best individuals from the local team that can effectively help you achieve your mission.

5. If you are working with local law enforcement agents make sure you bond with all as much as reasonably possible and most especially with their commanders. Whenever you are working with armed local law enforcements agents make sure that they are part of the people you’ll be monitoring until you are safely back to the hotel or residence with your principal. Why? Accidental discharges are common and it is a common practice to see armed law enforcement officers pointing the barrels of their riffles knowingly or unknowingly at people with fingers on the trigger. You don’t want any type of riffle barrel pointing at you or your principal.

6. Never assume the local security agent and even law enforcement officers will completely secure any location the way it should be done without continuous supervision. So create a means for continuous supervision at every location you are in with the local security agents and law enforcement officers especially in third world countries.

7. If you are lodged in a hotel or luxury apartments always think Personal security and OPSEC because the cleaners and room service people can be very nosy in some countries. I always hang the do not disturb sign on my door until I really need my room cleaned.

8. As an operator in a foreign country always assume that you have already been noticed and targeted by a local criminal group because of either your clean appearance, nationality or color of your skin. Using the opposite sex as a bait to get you is a highly effective methods criminals use in kidnapping westerners especially in third world countries so be careful and try to avoid if possible all forms of unnecessary flirtatious socials and outings with local strangers, limit all necessary forms of socials to only those organized by people you know. Don’t ever wander alone especially at night into the city. There will be ample time for all that after a successful mission.

A Canadian who led a fact-finding mission to Libya last summer has been arrested in Mexico, and two partners of the U.S. private security contractor who supplied her plane are also in custody. The Department of Foreign Affairs in Ottawa confirmed the arrest of Cynthia Vanier and said consular officials at the Canadian embassy in Mexico City were gathering information from local authorities. Also arrested were two partners of Gregory Gillispie, an ex-Marine who heads Veritas Worldwide Security, a San Diego-based company that offers, among other services, “clandestine operations,” “armed combat” and provision of weapons.

Mr. Gillispie said in an interview his partners were supposed to meet Ms. Vanier and her financier in Mexico City so she could hand over the roughly US$40,000 she owed for a small private jet Veritas had provided for her Libyan trip in July.

“Probably I guess about 10 days to two weeks ago she called and said that the person that has the authority to write the cheques, in other words the person that would pay her, is going to be in Mexico City, if we could come down there, we’ll get paid,” he said.

“So two of my other partners went down there to meet Cindy and this financier, is what you’d call him. And now I’m being told that my two partners have been incarcerated,” he said. “I don’t understand what this is all about.”

He said he found out about the arrests on Sunday but isn’t sure when they occurred. He said the detained men are his business partners in an aviation brokerage company. He doesn’t know why they are being held. “They’re basically victims of circumstance.”

Ms. Vanier runs Vanier Consulting Ltd., incorporated in 2009 in Mount Forest, Ont. The company website describes her as a negotiator, mediator, fact-finder and consultant who works mostly with First Nations. During the anti-Gaddafi revolution in Libya, she got a contract from an undisclosed financier to travel to Tripoli on a fact-finding expedition and began assembling a team. Mr. Gillispie said his company was contracted to supply a private plane for the trip.

Mexican prosecutors did not respond by deadline to questions about why the three were held, however sources suspect it may be because Security for the trip was provided by Gary Peters, CEO of Can/Aust Security and Investigations International in Cambridge, Ont. A former Australian soldier, Mr. Peters has gone on public recording declaring to be a member of the Gaddafi family’s security team. Mr. Peters returned to Canada on the jet but said he went back to Libya in August and helped Muammar Gaddafi’s son Saadi escape Tripoli to Niger in a convoy. He said he was caught in an ambush after crossing back into Libya and was shot in the shoulder.

The Star Tribune Business Section ask ICON Services Corporation CEO, Elijah Shaw about his views on Executive Protection and International Security.

Q What risks do corporate executives and the rich face?

A Domestically, they face the same challenges everyone faces but they are in a higher-income bracket and have the resources to help mitigate those risks. Just going to Times Square in New York City to watch the New Year’s Eve ball drop includes the potential of terrorism or even a stick-up robbery. We offer suggestions on how to mitigate that risk. Whether it’s a high net-worth individual or a corporate executive, they are a commodity that needs to be protected. We try to illustrate the potential risks.

Q What about their families?

A In this information age and with the rise of social media, your movements can be tracked. Executives are told not to have a Facebook page but that seldom gets passed along to the family. So you have your 16-year-old daughter telling her friends on Facebook that the family is poolside in Cabo and on its way to Disney World and that information is out there. We have to think like bad guys. The motive could be kidnapping. You don’t want to smother a client with too much information. But you want to illustrate what can happen.

In short, everything and nothing. Security Driving Guru, Tony Scotti recently said to me upon reviewing first hand the ICON Celebrity & VIP Protection Course , “Why don’t you just call it the “Executive Protection Course”, as all of the fundamentals are here”. Mr. Scotti, had a great point, and my response was that I wanted to make sure those that attended knew that in addition to those fundamentals they were also getting something at the class that had a clear distinction from what they could find anywhere else. –An emphasis on working with Celebrities and the challenges and rewards that come with that segment of the marketplace from people that still do the work on a daily basis. As we like to describe it; additional tools for the toolbox.

Along those lines, when we made the decision to introduce an Advanced 10 day course, I wanted to again have a distinction in the market. This time it came in the form of not just teaching how to do everything the “right way” but also how to act (and react) when things go wrong. the ICON Advanced Executive Protection Course puts an emphasis on operating in a hostile environment with a client and covers a multitude of disciplines including Risk Assessments, Threat Planning, Surveillance Detection, Counteraction Drills and medical life saving techniques, with several curve balls thrown in. Having recently wrapped a course to positive reviews, I think we are again practicing our philosophy of giving great value and respect to the time and resources expended by the attending student. Now looking forward to Tony stopping by the next one and letting me know what he thinks.

The issue of regulation and licensing of Executive Protection Agents (Bodyguards) has often been an area subject to challenge, and contention within the Protection industry. No matter were you fall on the issue, it appears that Canada has taken a vocal stance, using the International Indian Film Awards held in Toronto to illustrate their point.

Via the Canadian Press:

Police are set to lay nearly 150 charges, alleging numerous security guards working at the International Indian Film Awards show in Toronto last month weren’t properly licensed.

Two British nationals have already been charged for allegedly providing close protection to a Bollywood star without having the credentials to do so.

And another 142 charges are pending after a police investigation into private security services during the International Indian Film Academy awards, which hosted events from June 23 to 25.

They include 24 counts of employing an unlicensed security guard, 16 counts of working as an unlicensed security guard and 96 counts of licensed agency permit uniform violation.

A couple years ago, I commented to the instructors of ICON Services Corporation how during the live-fire drills of our training courses I would like to use a paper target that spoke more to our industry as Executive Protection Agents. Prior to this, we had been using some of the fairly common full-color situational targets that law-enforcement and the military shoot for practice (some of which had to have been photographed during the Reagan-Era). While some were pretty good, none of them seemed to give me exactly what I was looking for — the scenario where I, as an Executive Protection Agent, has to suddenly pull my firearm to defend my client (as opposed to disarming a masked robber or shooting Bin Laden as many of the targets on the market portray). As mentioned, we tried a few… then tried a few more, but I still didn’t “love ‘em”.

Then inspiration struck. If I couldn’t find what I was looking for, then I might as well create it. Long story short, ICON was able to partner with North America’s largest distributor of paper targets to create the ICON VIP Protection Target Line. Shot by the wonderful photographer Kiki Koralesky of Contact Front Photography, our initial series of 6 has been well received and have been met with brisk enough sales for the manufacturer to request additional targets in the future. As they say, necessity is the mother of invention.

Fast forward to July of 2011 where I got a note from a good friend of mine working in Afghanistan that referenced the “World being a small place“. Turns out that while setting up some training with some other VERY distinguished Operators in that area of the world, he took a look at the paper targets they are using and guess what? –Yep, ICON. While I do keep track though the distributor of the volume of sales, and realize that it’s not just the Close Protection community using them as orders have been place with Law Enforcement and Government Institutions, it was still nice to learn that the targets were serving their purpose in such a hostile area of the world. The intent was to give the shooter a realistic situational target and in a region of the world where the stakes are as high as it gets, taking the time to train with the line speaks volumes.
